NOTICE OF CITY COUNCIL PUBLIC HEARING The City Council for the City of Barre will hold a public hearing on Tuesday, April 2, 2019 beginning at 7:15 p.m. in the Council Chambers at City Hall (6 N Main Street) to hear and act upon the consideration of changes to the Zoning and Subdivision Ordinances. The purpose of the hearing is to take public comments on the proposed BARRE CITY UNIFIED DEVELOPMENT ORDINANCE for the City of Barre, VT. This is an ordinance rewrite that includes: * It has created 4 new residential zoning districts from the current 2, and more accurately reflects the existing development pattern, allowing for modest infill and conversion of single-family homes to small multi-unit buildings, but not allowing significant density increases that would alter neighborhood character or contribute to destabilizing existing single-family residential neighborhoods; * Calls for a larger downtown design review district with broader and strengthened development standards; * Allows for more exemptions so that the zoning administrator has more flexibility with sending applications to the Development Review Board;* Implements those policies that call for development of a dense, attractive, mixed-use downtown surrounded by walkable neighborhoods; * Has adjusted the minimum floor area of a dwelling unit so that it allows for small homes to also have functional accessory apartments, and allows the owner to occupy the apartment and rent out the main house; * It creates standards for multi-unit buildings related to parking, outdoor living areas and/or storage spaces that would serve to improve the quality of rental housing and protect the character of the neighborhood; * It continues efforts to improve stormwater drainage infrastructure by adding specific stormwater management requirements for new development that increases the amount of impervious surface; * Clarifies that there may be multiple principal uses on a lot or in a building, and ensuring that the permitting and development review process for mixed-use projects is equivalent to similar single-use projects.
