    RICHMOND — A 40-year-old man from northwestern Vermont has been charged with gross negligent operation of a motor vehicle after police say they clocked him doing 102 mph on Interstate 89 in Richmond this week.

    Police say Marc Vinci’s license to drive was already under suspension for failure to pay an earlier traffic fine when he was pulled over during Tuesday morning’s commute.

    The Burlington Free Press reported that the state Department of Motor Vehicles issued Vinci two civil fines totaling $637 for interstate speeding and for a third offense of driving with a suspended license.
