• Former tax commissioner’s memorial is today

    MONTPELIER — Vermont political leaders and others are set to gather to remember Norris Hoyt, a former lawmaker and tax commissioner who died last month.

    Hoyt, known as a happy warrior and someone who sought to level the playing field between the wealthy and average Vermonters, died of congestive heart failure.

    The memorial is set for 4 p.m. today at the Norwich home Hoyt shared with his wife, Kathy Hoyt, a longtime top aide to former Gov. Howard Dean.

    As a legislator and tax commissioner, Norris Hoyt worked on programs to reduce the property tax burden on farmers and guard against land speculation.
