    Village budget

    $450,950 — $10,025, or 2.2 percent, less than the current year budget of $460,975.

    An estimated $7,045,000 will be asked for wastewater treatment facility improvements in order to install and construct an enhanced chemical precipitation process for phosphorus removal. The article question says the village bond would be for $355,000 and the remainder would be subject to state and federal grants.

    Town budget

    General fund of $1,958,235 — $33,695, or 1.8 percent, more than the current year budget of $1,924,540.

    Highway budget

    $1,608,025 — $339,270, or 26.7 percent, more than the current year budget of $1,268,755. Increases are a revamped gravel improvement process for Hubbard Farm Road and a portion of Gregg Hill Road as well as making Capital Investment Plan, or CIP, funds to almost $478,000 for 2013. The 2011 amount was $500,000 and reduced to $285,000 for 2012 due to Tropical Storm Irene.

    Waterbury-Duxbury Union School District budget

    $10,662,667 — $845,553, or 8.6 percent, more than the current year budget of $9,817,114. The change is largely due to health insurance and salary increases, some $280,000 in additional programming because rising enrollment has required more staff and staffing hours, and special education costs.

    Harwood Union High School budget

    $13,015,259 — $922,644, or 7.6 percent, more than the current school year budget of $12,092,615. Significant changes are due to health insurance increases, salary increases, deferred infrastructure maintenance, additional iPad carts and wireless routing to classrooms, a new truck for plowing, field maintenance and other operations, and a car for driver’s education.

    Due to state law, the school budget this year meets certain criteria to be broken into two questions because the district’s spending per pupil last year was more than the statewide average and this year’s proposed budget is greater than last year’s budget adjusted for inflation. The first part will consider $12,866,914 and another, if the first part passes, for the remaining $128,345.

    Special articles for the town

    To see if the town will appropriate $20,000 for the Waterbury Area Senior Association in addition to the amount included in the general fund budget for such purpose during 2013.

    Shall the voters authorize the expenditure of a sum of money to repair and resurface the tennis courts, and to add a sum of money up to that amount to the general fund budget?

    Meeting location

    A town floor meeting will occur at 10 a.m. March 5 at the Thatcher Brook Primary School gym. Polls will be open from 7 a.m. to 7 p.m. at the same spot for town issues. A meeting involving the new municipal complex will occur from 9 to 10 a.m. at the gym.

    A village floor meeting will occur at 7:30 p.m. March 6 at the Thatcher Brook Primary School gym. Polls will be open from 7 a.m. to 7 p.m. at the Main Street firehouse March 6.

    Harwood Union will have an informational session at 10 a.m. Feb. 23 at the high school library.

    The annual school meeting for Thatcher Brook Primary School and Crossett Brook Middle School will occur at 6 p.m. March 3 at the Thatcher Brook Primary School library.
