Why rebuild complex ourselves?

The state Waterbury complex: Instead of rebuilding ourselves the state should immediately issue a request for proposals to colleges and universities throughout the United States (and perhaps world) seeking bid proposals to turn the site into a university and/or private research campus. Thus freeing us of the rebuilding liability and allowing more cost-effective new facilities to be located throughout our beautiful state.
