Stimulus funds only go so far

MONTPELIER — The second day that Vermont's top economic recovery official Tom Evslin was on the job, he was approached by a delegation from Morristown's Centennial Library looking for federal stimulus money to help expand the 96-year-old building.

Morristown Library Trustee chair Sue Sargent said they had heard President Barack Obama say some of the money could be used for library projects. But three months later, the library is still scratching for funds to begin construction on its $1.9 million effort.

The bottom line is how the state, the governor and the Legislature allocated the stimulus money, Sargent said.

"There's no place in there where libraries can apply," she said. "We thought we had a terrific project. We were gung-ho and eager, and we have nothing to show for it."

The Morristown project was a good one, but like other local projects across the state, it could not be funded, Evslin said Tuesday.

"In a lot of towns, the hope immediately sprung up, 'wow, this is the way to do the project we've always been dreaming about,"' he said. "In almost every case, the answer has been 'you can't do that.'"

Evslin said the money Vermont has received as part of the federal stimulus package has helped ease the effects of the current recession, but hasn't been a cure all and many people ended up disappointed.

Of the $721 million the state expects to receive over two years, more than $17 million can be used for local projects, such as library or town hall renovations. But of that, about $8 million has gone so far to state programs related to public safety, economic development, tourism and marketing — not local projects, Evslin said.

"That's a perfectly legitimate use of it," he added. "In theory, people could lobby their legislators and try to get a piece of the $8.5 million that's left next year for next (fiscal) year."

Evslin said that Vermont overall has done well with the stimulus money. A number of highway projects, for instance, are under way that would not have been possible without it, he said.

Officials who had hoped for some of the $17.1 million can look for funds from other areas, but many likely will end up disappointed.

Sargent said the Morristown library hasn't been expanded since it was built in 1913. They've raised about $600,000. If they could have gotten some stimulus money they could have begun construction.

Now, she said, "We're trying to think of ways in which we might be able to creatively at least get started."

Are you kidding me, where's the money? They haven't printed it yet. Or they haven't appointed a library czar or maybe they just don't know what they are doing. How's that hope and change thing working for you? As far as the state employee, why are they immune to lay offs? The state is broke because of people like you who can't understand that the government just can't take care of everybody because the money they have comes from us and we don't have anymore to give. The balloon is broke and people ******** off all the time in the private sector. Just because you work for the state does that entitle you to a job for life?

No State nor Corporation should receive stimulus money. I think they should live within their respective means. Simple as that. FEDS also

There is a great deal of confusion about stimulus funds, and everyone seems to "know" that there is, or should be, money for their projects. Obama did allocate monies for rural development, including public libraries, through the US Dept of Agriculture Rural Development Program. But that money has been allocated to each state to decide upon the best use of that money for community development. The Morristown Library should look at the Kresge Foundation of Troy, Michigan for the potential of receiving one of their facilities challenge grants, provided they have a capital campaign plan in place.

So Mr. Evslin what are you and the Governor doing with the $94,315,490 of "State Fiscal Stabilization Funds"? Obviously not balancing the state budget or preventing layoffs of state workers which is what the President intended it for.

You can't expect the stimulus money to be divided fairly can you? The legislators answer to no one, not even themselves. The will **** away this money like they do the transportation fund every year. Just look at our roads and bridges. In this case it is like a long lost aunt or uncle who left them golden egg. Once its' cracked open they won't be able to help themselves. Rather than pay down a debt or put some aside it HAS to go special interest groups and the State Police or some other group that could do for themselves. I have yet to see anyone put forth legislation for tracking this money and making sure it gets where it is earmarked. There are too many hands in the pot for someone to not get antsy and light fingered.
